- The Kingdom of Cambodia has received a loan from the Asian Development Bank toward the
cost of Skills for Competitiveness Project (S4C), and it intends to apply part of the proceeds of
this loan to payments under the Contract Reference No. ITC-W-2 for the Upgrading Work
(Renovation of Stormwater Reservoir) at Institute of Technology of Cambodia (ITC), Phnom Penh. - The Project Implementation Unit of the Institute of Technology of Cambodia (ITC) now invites
sealed bids from eligible and qualified bidders for the Upgrading Work (Renovation of Stormwater
Reservoir) at Institute of Technology of Cambodia (ITC), Phnom Penh. The construction period is
06 months from date of notification to commence. - Procurement will be conducted through National Open Competitive Bidding Procedures outlined
in the Government’s Standard Operating Procedures on Procurement for Externally Financed
Projects/ Programs. - This invitation is open to all qualified bidders from eligible source countries of as described in the
Bidding Document. - Bidders attention is drawn to Sub Clause 6.3 of the Instructions to Bidders (ITB) on the
Qualification requirements. Qualification requirements include:
• Average Annual Construction Turnover: The average annual volume of construction
work of the successful Bidder over the last 3 years (2020, 2021, and 2022) shall be at least
USD 888,870.00.
• Specific Similar Experience: Experience as prime contractor in the construction of at least
two contracts for work of a similar nature or complexity equivalent to the works within
the last five (5) years (2018, 2019, 2020, 2021, and 2022) and with the minimum contract
value which shall be at least USD 355,548.00 for each contract. Documentary evidence
such as completion certificates/handing over certificates/final invoices, shall be
submitted by the bidder.
• Liquid Assets: The minimum amount of liquid assets and/or credit facilities net of other
contractual commitments of the successful Bidder shall be USD 222,217.50. - To obtain further information from and inspect the Bidding Documents, Bidders should contact

Penh, Cambodia, and upon payment of a non-refundable fee of 150.00 USD or its equivalent
in Cambodian Riel being 600,000 Riel. The method of payment will be in cash or deposit to Bank
account No.000000001333 of National Bank of Cambodia. The Bidding Documents may be
collected in person, or may be sent by email or courier, at the discretion of the bidder, but the
bidder must deposit the fee at the above bank account and to pay for courier charge by his/her
arrangement as appropriate. Other than payment of the non-refundable fee specified above, there

The Government and the ADB will respectively declare a firm ineligible either indefinitely or for a
stated period of time, to be awarded a contract funded by them, if they at any time determine that the
firm has engaged in fraud and corruption as described in ITB 3.
